AirProjects was engaged by the Chesapeake Bay Bridge-Tunnel Commission to evaluate the performance of its food service and retail facilities located at Sea Gull Island, which is situated on a 17.6 mile bridge-tunnel flanked by the Atlantic Ocean and the Chesapeake Bay in eastern Virginia. AirProjects conducted financial, comparable facility, and demand analyses of the food and retail services, identified alternative concepts, projected sales and revenue from concept alternatives, as well as developed a customer survey to establish the satisfaction level with the existing facility and customer wants and needs. A competition review was also administered for the immediate Norfolk-Newport News-Virginia Beach area.

Based on AirProject's analyses and recommendations, the Commission decided to conduct a competitive solicitation for a new operator to reconcept and redevelop the facility and AirProjects was again engaged by the District to draft advertisements for the new opportunity and identify online and print publications for advertisement placement. AirProjects also developed lists of potential operators to receive the request for proposals (RFP). An RFP was issued in late 2009, which resulted in a contract to build and operate a new facility on the island being awarded to Virginia Originals, LLC. The newly developed facilities opened in June 2010.
